In a battlefield now abundant with <a href="http://www.engadget.com/tag/android/">Android</a> handsets, there's only one easy way for a young smartphone brand to grab our attention: make a seriously dirt cheap handset. And we're not just talking about a free phone chained to a pricey 18-month contract (like the <a href="http://www.engadget.com/2010/04/28/vodafone-launches-its-first-underwhelming-android-handset-vide/">Vodafone 845</a>); we&#39;re looking for a Pay &amp; Go smartphone tagged with a standalone dumbphone price, so even the £200+ ($316+) &quot;budget&quot; <a href="http://www.engadget.com/tag/htc,wildfire">HTC Wildfire</a> and <a href="http://www.engadget.com/tag/x10+mini">Sony Ericsson X10 Mini</a> / Mini Pro are out of the question. <br>

This is where Three UK's <a href="http://www.engadget.com/tag/zte">ZTE</a> Racer comes in: priced at just £99.99 ($158) or for free on various contracts, this Android 2.1 handset has quite rightly stolen the paper crown from the 845. But don&#39;t let that price tag fool you -- this 14.5mm-thick device still comes with a fairly modern 600MHz Qualcomm MSM7227 chipset (as featured on the <a href="http://www.engadget.com/tag/htc,aria">Aria</a> and X10 Mini / Mini Pro), garnished with a 3.2 megapixel camera (sans flash), HSDPA 7.2Mbps connectivity, 2GB microSD card, FM radio, GPS, Bluetooth, WiFi, and a Skype app for free Skype calls within the UK. There is just one caveat: you'll have to live with a 2.8-inch QVGA <em>resistive</em> touchscreen. So, is this an immediate deal-breaker? Can the other features make up for this flaw? <div style="text-align:left">The NASDAQ isn't exactly our usual beat here at Engadget, but it's not every day that a consumer electronics market segment gets elevated to the status of having its own index, which is what the stock exchange has now done with a little help from the <a href="http://www.engadget.com/tag/cea">Consumer Electronics Association</a>. They've teamed up for the NASDAQ OMX CEA Smartphone Index, which consists of 84 companies that are involved in one way or another with the "building, design and distribution of handsets, hardware, software, and mobile networks associated with the development, sale and usage of smartphones." We're having a bit of trouble tracking down the complete list of companies included in the index, but it does apparently have the usual suspects like Apple, Google and RIM, and it has started out with a valuation 250.00.</div>

It's one thing for ARM to develop <a href="http://www.engadget.com/2009/10/21/arm-shows-off-its-mali-mobile-processors-with-impressive-3d-demo/">a potent GPU</a> meant to add impressive 3D capabilities to devices that were previously forced to run the likes of "Snake," but it's another thing entirely to see a platform and semiconductor company come forward and take it one step closer to the mainstream. ST-Ericsson has done just that with its U8500 platform, which is the first to integrate ARM's Mali-400 graphics processing unit into a solution that can be easily fitted into future phones. Think your iPhone 3GS GPU is mighty enough? Well, hello there! Those <a href="http://www.engadget.com/tag/dell,mid">Dell MID rumors</a> we've been hearing have finally received vindication in the form of a nice, picture-heavy leak courtesy of some industrious folks in <a href="http://www.engadget.com/tag/vietnam">Vietnam</a>. What we know as of now is that there's an 800 x 480 capacitive touchscreen display (with multitouch zooming), WiFi, Bluetooth and 3G WWAN connectivity, all riding atop an Android 2.0 (aka, <strike>Donut</strike> <a href="http://www.engadgetmobile.com/tag/eclair">Eclair</a>) install. A dual-LED flash 5 megapixel camera adorns the back, and there's a 1,300mAh battery to power all that goodness.
